Robert Lighthizer

Trade Protectionist

Robert Lighthizer was born in 1947 in Ohio. He earned a bachelor's degree from Georgetown University in 1969 and a law degree from Georgetown University Law Center in 1973, after which he joined the Washington law firm Covington & Burling. In 1978 he moved to the Senate Finance Committee as chief minority counsel, later becoming the committee's staff director under Republican Chairman Bob Dole. From April 1983 to August 1985 he served as the first Deputy United States Trade Representative under the Reagan administration, negotiating more than two dozen bilateral trade agreements covering steel, automobiles, and agricultural products. In 1985 he joined Skadden, Arps, Slate, Meagher & Flom as a partner, heading the firm's international trade practice and spending more than three decades representing industries such as steel facing competition from China. A long-standing advocate of a tough U.S. trade stance toward China, he favoured unilateral pressure over multilateral mechanisms. He was appointed United States Trade Representative under the Trump administration in 2017.

Principal Architect of the Trade War

Lighthizer directed the Section 301 investigation into China, whose findings provided the legal basis for the 2018 tariff actions. He maintained that only sustained economic pressure could compel structural reform from China, leading U.S. delegations through multiple rounds of negotiations with Liu He and participating in the Phase One agreement talks. He left office in January 2021 at the end of the Trump administration.

After Leaving Office: A Think Tank, a Book, and Being Passed Over in 2025

After leaving office, Lighthizer became Chairman of the Center for American Trade at the America First Policy Institute, continuing to advocate for a hardline trade stance toward China. In 2023 he published a memoir-cum-policy book, No Trade Is Free: Changing Course, Taking on China, and Helping America's Workers, laying out his protectionist philosophy in detail; the book was widely seen as a blueprint for Trump's second-term trade agenda. During the 2024 campaign he served as an informal adviser on trade policy to the Trump campaign and was widely floated as a leading candidate to again serve as Trade Representative, or even as Treasury Secretary, in a second Trump administration. In February 2025, however, his former chief of staff, Jamieson Greer, was confirmed by the Senate as US Trade Representative instead, and Lighthizer did not return to government. That May, Citigroup hired him as a senior adviser on global trade.
