Chen Quanguo

Chen Quanguo was born in 1955 in Wugang, Henan province. After early positions within the Henan provincial party apparatus, he was appointed deputy party secretary and acting governor of Hebei province in November 2009, formally becoming governor in January 2010 and serving until his transfer to Tibet in August 2011. As Secretary of the Communist Party of China Tibet Autonomous Region Committee (2011–2016), he oversaw the construction of an intensive grid-based surveillance system in Tibet, including large-scale deployment of convenience police stations and facial-recognition cameras. This security governance model was subsequently transferred to Xinjiang.

In August 2016, Chen Quanguo was transferred to become Secretary of the CPC Xinjiang Uyghur Autonomous Region Committee, and in October 2017 was elected to the Politburo at the 19th Party Congress — the first sitting regional party secretary of an autonomous region to reach that rank while still holding the post. In Xinjiang he launched the 'Strike Hard Campaign Against Violent Terrorism,' substantially increasing security recruitment and rapidly expanding the network of checkpoints and detention facilities. In November 2019, internal documents believed to originate from Xinjiang authorities — reported in the media as the 'Xinjiang Papers' and the 'China Cables' — were leaked, quoting Chen at internal meetings instructing officials to 'round up everyone who should be rounded up' and describing the anti-terrorism campaign as a 'smashing, obliterating offensive.' On 9 July 2020, the U.S. Treasury Department sanctioned Chen under the Global Magnitsky Human Rights Accountability Act — the first time the law had been used against a sitting member of the CCP Politburo. He was removed as Xinjiang party secretary on 25 December 2021, was reassigned as deputy head of the Central Rural Work Leading Small Group in June 2022, and did not retain his Politburo seat following the 20th Party Congress in October 2022, retiring from top leadership.
