Biography
Chen Quanguo was born in 1955 in Wugang, Henan province. As Secretary of the Communist Party of China Tibet Autonomous Region Committee (2011–2016), he oversaw the construction of an intensive grid-based surveillance system in Tibet, including large-scale deployment of convenience police stations and facial-recognition cameras. This security governance model was subsequently transferred to Xinjiang.
In August 2016, Chen Quanguo was transferred to become Secretary of the CPC Xinjiang Uyghur Autonomous Region Committee. He launched a sweeping "Strike Hard" campaign, substantially increasing security recruitment and rapidly expanding the network of checkpoints and detention facilities. Chen was removed from the Xinjiang position in December 2021.
