Biography

Aleksei Nikolayevich Kosygin (1904–1980) was a Soviet statesman who served as Chairman of the Council of Ministers (Prime Minister) from 1964 to 1980. He is associated with limited economic reform initiatives (the 'Kosygin reforms') that ultimately yielded little structural change. Regarded as a pragmatic technocrat within the Soviet leadership, Kosygin tended toward dialogue in foreign affairs. On 11 September 1969, returning from Ho Chi Minh's funeral in Hanoi, he stopped in Beijing and held a secret meeting with Chinese Premier Zhou Enlai at Beijing Airport, reaching a preliminary agreement to halt border armed confrontation and resume diplomatic negotiations — making him a key figure in the de-escalation of the 1969 Sino-Soviet border crisis.
